Basically, you have to take a course and pass a driving test to get it if you're under 18, and pass a test if over. that, and wait hours inside the dps. aside from that, i think it's sort of graduated, meaning certain restrictions apply for some time and whatnot. not quite certain tho, i've been lazy lately and not bothered to wait at the DPS to get my full license.
